TIPO launched a patent prosecution highway (PPH) Mottainai pilot program, which is an enhanced version of the general PPH programs, with the Spanish Patent and Trademark Office (SPTO) on October 1, 2013, allowing both offices to speed up patent examination.

On November 5, 2013, the Association of East Asian Relations and Interchange Association Japan signed a memorandum of understanding “Priority Document Exchange” (PDX) program. This program enables electronic transmission of priority documents between TIPO and JPO, which is not only paper-free but also saves time and money for the applicant. The PDX Program is enforced as of November 18, 2013, by TIPO and JPO.
The Patent Prosecution Highway (PPH) was established to enable an applicant, whose claims are determined to be allowable/patentable in the Office of First Filing (OFF), to have the corresponding application filed in the Office of Second Filing (OSF) advanced out of turn for examination while at the same time allowing the OSF to exploit the search and examination results of the OFF.

Initiated by the proposals of the Legislative Yuan, Taiwan’s Patent Act underwent its latest amendment on May 31, 2013 and includes the following changes: the introduction of punitive damages and provisions governing a patent application for invention and a patent application for utility model filed in respect of the same creation by the same applicant on the same date. Compared to the previous amendment approved in 2011 that took effect on January 1, 2013, the latest amendment is narrower in scope with a special emphasis on strengthening protection of applicants and righter holders.

A program on Collective Interviews for Relevant Invention Patent Applications was set up by TIPO to step up acquisition of patent protection for R&D and innovative creations by the industry, academia and individual inventors and to facilitate formulation of well-established patent strategy and portfolio. The program, which began implementation on 1 October 2012, allows applicants to file for a collective examination for their invention patents, where examiners through group interviews can quickly grasp the technical aspects in each application, thereby speeding up patent examination, with enhanced effectiveness.
